Why Priority Beats “Keep Everything On”
USP&E locks shed tiers before megawatts are ordered from diesel generators or natural gas turbines.
Building a Defensible Priority Ladder
- Tier 0 — Life-safety and egress — Fire pumps (where generator-backed), emergency lighting, smoke control interfaces as required, critical medical gas or clinical circuits defined with the facility.
- Tier 1 — Mission core — UPS input for critical IT or OR/ICU blocks; essential process that cannot cold-restart safely.
- Tier 2 — Enabling plant — Chillers and CRAH/CRAC needed to keep Tier 1 within thermal limits; fuel transfer pumps; control power.
- Tier 3 — Comfort and discretionary — Non-essential HVAC, kitchens, offices, marketing lighting, EV chargers.
Design Inputs USP&E Locks Early
- Connected kW by feeder and by criticality tier at design and growth scenarios
- Generator ready-to-load time and acceptable step sizes under site ambient
- UPS autonomy and whether shed happens before or after UPS transfer
- Thermal limits: which IT or process loads die minutes after cooling shed
- Maintenance modes: shed map when one set is locked out for service
- Communications fail-safe: local shed still works if BMS links drop — cyber-physical resilience
Those inputs feed power plant EPC/EPCM packages and measurable operations and maintenance KPIs under Extreme Ownership SLAs — O&M SLAs.

Common questions
Is load shed only for undersized plants?
No. Even N+1 plants shed during maintenance, derate, or abnormal fuel conditions. Priority maps protect the mission core.
Should IT decide shed order alone?
No. Clinical, life-safety, thermal, and power-plant constraints must sit in one Extreme Ownership document with named owners.
Restore Order Is Half the Scheme
Shedding without a restore plan creates a second outage when operators re-energise motors and UPS inputs in one slam. Write restore steps with time delays, soft-starts, and thermal checks. Train night staff; do not leave restore order in an email from commissioning year. Internal: EPC & O&M, videos, brochures, black-start, hospital diesel vs gas, fuel polishing.
Commercial Discipline Around Shed Maps
Put shed and restore sequences in the EPC handover and in O&M SLAs so they are living documents, not forgotten PDFs. When campus growth adds halls or wards, re-run the priority workshop before energising new feeders. Why owners choose USP&E
USP&E is a full-service engineering, EPC and O&M company, not a broker. One team designs, builds and runs your plant, so nothing falls between contracts.
